Moscow, Vologda and Samara regions topped the top 10 absolute leaders in the Regional-NPO ranking in 2025. The award ceremony took place within the framework of the “Community” forum of the Public Chamber of the Russian Federation, the reporter reported.
The Sector-NPO Ranking is the most comprehensive tool for assessing the level of development of the non-profit sector in the constituent entities of the Russian Federation. It is based on the analysis of indicators of 89 regions of the country.
As Elena Topoleva-Soldunova, Chairwoman of the RF OP Committee on the Development of the Non-Profit Sector, noted at the ceremony, the Sector-NPO project mobilized the entire society for the development of the non-profit sector.
“The ranking has become the most comprehensive source of information about the third sector in the six years (since its existence). A lot of indicators in the ranking – 172 metrics – are used to measure them, 23 sources of information are collected annually into one database,” said Topoleva-Soldunova.
She noted that this ranking allows us to analyze what can be done regarding the non-profit sector, how to accelerate its development and what it depends on.
“Many regions have already done this work and many will continue to do this. The most important thing is not to stop, because we see that when a certain region suddenly starts to actively participate in this work, for many reasons priorities change and this work is not carried out, there is a risk of losing positions, reducing growth and falling behind,” the OP committee chairman noted.
According to the 2025 ranking results, the 10 countries leading the absolute ranking include Moscow, Belgorod, Vologda, Leningrad, Nizhny Novgorod, Samara, Chelyabinsk regions, Republic of Tatarstan, Khanty-Mansiysk – Yugra Autonomous Oblast and Krasnoyarsk Territory.
Leading in terms of dynamism in the ranking are the Tver Region, Mari El Republic, Adygea Republic, Saratov Region, Oryol Region, Murmansk Region, Republic of Mordovia, Kaliningrad Region and Omsk Region.
Vladimir Region won in the category “Activities of non-profit organizations”. In the nominations “Results of expert survey” and “Social significance” – Nenets Autonomous Okrug. In the nomination “Social significance” – Khanty-Mansiysk Autonomous Oblast – Yugra, and in the nomination “Economic significance” – Moscow. In the nomination “Media activities”, the Kherson region became the leading region.
